CCS Guidelines

First Set of
Guidelines of the Competition Act 

The first set of Competition Act guidelines pertaining to the section 34 prohibition, section 47 prohibition and market definition were published on
29 July 2005 after a six-week consultation period held between 31 March to 13 May 2005.

Clarification on the first set of guidelines can be found in the Guidelines Policy Paper.


Second & Third Sets of Guidelines of the
Competition Act  

The second and third sets of guidelines pertaining to the following Competition Act guidelines were published on 23 November 2005 after public consultation.

The Six CCS Guidelines are as follows:

  • Powers of investigation
  • Enforement
  • Notification for Guidance and Decision
  • Lenient Treatment for Undertakings Coming Forward with Information on Cartel Activity Cases
  • Transitional Arrangements
  • Appropriate Amount of Penalty

Guideline on the Treatment of Intellectual Property Rights of the Competition Act

The Competition Act guideline pertaining to the Treatment of Intellectual Property Rights was published on 20 December 2005 after a three-week consultation period held between 3 to 24 October 2005.

Clarifications on the guideline on the Treatment of Intellectual Property Rights can be found in the Guideline Policy Paper .
