Briefing on the Essentials of COmpetition Law and Cartel Detection - A Guide for Procurement Officers

As part of the follow-up from the issuing of CCS' first infringement decision, the Competition Commission of Singapore (CCS), in conjunction with the Singapore Business Federation (SBF) and the Singapore Institute of Purchasing and Materials Management (SIPMM), are jointly organising a second briefing session on "Essentials of Competition Law and Cartel Detection - A Guide for Procurement Officers".
 
This session will provide an introduction to the work of the CCS and the essentials of competition law. The seminar also aims to provide persons who are involved in the procurement process, with information and tips on how to spot a cartel. As part of the briefing, the CCS will also share with participants information on how the CCS went about unravelling the pest control cartel and the role that procurement officers can play in assisting the CCS in stamping out anti-competitive activities.

Speakers' Profile
 
1. Mr. Tan Hi Lin
 
He is a Senior Assistant Director of the Policy and Economic Analysis Division at the CCS. His work in the CCS includes the economic assessment of cases and conducting market studies. He was previously a Teaching Fellow in Boston College and an Economist in the Monetary Authority of Singapore.
 
2. Mr. Adam Nakhoda
 
Adam Nakhoda LLB (Bristol) is a Senior Assistant Director with the CCS. He has previously served as a Deputy Public Prosecutor with the Attorney- General Chambers, and as a Magistrate and Deputy Registrar in the Subordinate Courts of Singapore. He has been involved in cartel investigations conducted by the CCS, including the recently concluded investigation involving pest-control companies.
