The Impetus

Not considering consumer rights and interests in policy making or implementation can lead to unintended consequences. As a public officer, you play an important role in making policies and regulations which may have serious impact on consumers. By considering consumer impact, you can avoid unintended outcomes that may undermine your policy or regulatory objective. Knowing about the CPFTA can also help you in the course of your work to identify issues that the CPFTA can help to address, and seek advice from CCS if needed.

Consumer Impact Assessment Tools

There are materials available to help public officers consider and address potential adverse impact of their policies, laws and regulations on consumers. For one, you can refer to the ASEAN Guidelines on Consumer Impact Assessment, which draws the attention of public officers to any unintended, negative consequences for consumers as a result of economic policies or market regulation, for mitigating measures to be considered.
