CCS Consults on the Revised Passenger Airline Guidance Note

The Competition and Consumer Commission of Singapore (“CCS”) is seeking feedback on its updated passenger airline guidance note for alliance agreements between airlines (“PAGN 2026”). CCS is conducting this review to help the airline industry better understand CCS’s assessment framework, provide greater clarity on commitment deliberation, and thereby facilitate a more expedient review process.
The PAGN 2026 provides the following updates to streamline CCS’s review process:
1. A streamlined 3-Step Approach with specific milestones on when airlines should initiate commitment discussions and finalise commitments for market testing.
2. Key considerations for airlines when formulating commitments, including alternatives to capacity commitments and other relevant factors.
3. CCS’s approach to defining relevant market(s) and evaluating net economic benefits for passenger airline alliance agreements.
